Temprary Human Resources Analyst

Nature of Work:

Under the supervision of the Compensation & HRIS Supervisor, the Human Resources Analyst is responsible for performing a variety of professional level administrative, technical and analytical duties supporting the City's human resources functions including compensation and employee and labor relations.  

The main functions of the Human Resources Analyst will be supporting compensation and human resources services partners with collecting comparable market data for union and non-union positions, assisting with employer-employee union negotiations with various bargaining units, conducting and participating in a variety of surveys to gather and compile information for negotiation purposes and preparing various charts and graphs.


  • Conducts research, analyzes data, and prepares written and statistical reports, charts and graphs for a variety of human resources issues and topics
  • Creates and maintains union wage tables, as part of negotiation process
  • Enters union wage tables updates for nine bargaining units into HRIS
  • Conducts, participates in, and analyzes salary surveys
  • Enters or modifies data; develops reports from HRIS and supplies information to human resources services partners, as needed
  • Create and revise union progression documents in Word
  • Monitors and audits accuracy of transactions in HRIS
  • Develops job aides for HR related processes
  • Collects comparable market data to be used in the negotiations or arbitrations including salary increase data from other municipalities, collective bargaining agreements, SEV, CBI, etc.
  • Provides additional assistance to Compensation & HRIS team activities, as needed
  • Performs other related duties as assigned


  • Bachelor's degree in human resources or related field
  • At least one year experience in human resources
  • Detail-orientated with a high level of organizational skills and ability to manage and complete work in an efficient and thorough manner
  • Proficient in computer programs, such as; Word, Excel, Office and HR Information System
  • Advanced Microsoft Excel skills to develop and maintain spreadsheets and perform data analysis
  • Substantial analytical and problem solving skills in order to independently evaluate and develop solutions to complex situations
  • Excellent interpersonal, written, and verbal communication skills
  • Demonstrate problem-solving skills, organizational skills and attention to detail
  • Able to maintain the highest level of confidentiality
  • Ability to work well with others in a small office setting and with the general public
  • Ability to work as part of a team with minimal supervision
  • Ability to work under pressure in a fast paced environment
