Sustainability and Innovations Community Energy Manager

Salary Range: $75,000 to $88,000

Role Summary

Responsible for leading the City in the research, development, implementation and management of energy programs for the City and the entire community and leading the City's goal of reducing community-wide greenhouse gas emissions. This includes guiding the City's efforts to support the community (i.e., residents, businesses, nonprofits, institutions, schools) in achievement of energy and water saving goals through existing programs and developing new innovative programs. Serve as an advocate to the local and regional community and foster partnerships that help the City achieve its climate & energy goals. Performs responsible administrative and professional work of a complex nature, including starting and supporting the start-up of major new energy and climate-related projects.



Incumbent is responsible for, but not limited to, the following duties:

Essential Duties 

  • Lead the City's efforts to reduce community-wide greenhouse gas emissions.This includes extensive collaboration with other departments to ensure alignment in community outreach and engagement around sustainability as well as extensive engagement with local businesses, residents, nonprofits, academic institutions, public schools, and more.      
  • Design, run, and administer an energy concierge service for Ann Arbor citizens to access energy efficiency, renewable energy, water conservation, and other sustainability techniques (i.e., a concierge service).
  • Monitor and support the City's efforts related to energy reductions, including tracking performance metrics, providing recommendations for improvement, and making programmatic adjustments to more effectively achieve stated goals.
  • Serve as a liaison between the City and gas and electric utility companies, including working to identify expanded opportunities for innovation, partnerships, rebates, programmatic development, etc.
  • Serve as liaison between the City and Federal and state agencies and professional organizations on issues related to energy production and use.
  • Identify energy savings and renewable energy opportunities, pursue grants and other forms of funding, produce bid documents, evaluate bids, draft Council resolutions, and manage community energy projects.
  • Help generate, support, and implement new energy efficiency and renewable energy programs for businesses, residents, nonprofits, and other community stakeholders.
  • Work in tandem with representatives from Washtenaw County and the Ann Arbor Public Schools to expand energy improvements throughout the County.
  • Manage and oversee continuing efforts on community energy efficiency and conservation programs, including Property Assessed Clean Energy (PACE), Home Energy Disclosure, the Ann Arbor 2030 District, Green Rental Efficiency, Aging in Place-Efficiently, Green Business Challenge, and other "to be developed" programs.
  • Work with the OSI team to create new policies and communicate existing policies and programs to the public related to energy in alignment with approved City plans and the Sustainability Framework.
  • Help design community events and be present at many community events to effectively engage with, inspire, and learn about our community's energy-related needs and opportunities.
  • Attend and share information at conferences and workshops on a state and national level to publicize the City's accomplishments and learn how to improve our programs from other successful programs.
  • Monitor and support:
    • Community-based efforts of the Climate Action Plan recommendations.
    • Efforts t achieve community focused goals of the Sustainability Action Plan.
    • Community-based efforts to implement the Community Goals contained in the Mayor's Green Energy Challenge.


Related Work

  • Provide project management skills.
  • Supervise or coordinate complex processes, especially regarding projects with significant community involvement.
  • Apprise unit manager of operational progress through periodic reports and identifies and responds to issues with sub-unit, unit, service areas or citywide impact.

Training and Experience: (position requirements at entry)


  • Progressively responsible energy management experience: at least eight (8) years of experience (a Bachelor's can replace up to 4-years of professional experience)
  • At least 3 years experience working in a project management setting, including: performing administrative, operational, budgetary or similar analysis, with particular emphasis on energy policy, energy efficiency projects, renewable energy applications, or other related field.
  • Large scale project or program experience: at least 3 years
  • Public speaking experience; developing and delivering presentations to a diversity of audiences
  • Demonstrated quantitative and qualitative analytical skills
  • Experience working with groups of people to reach a common goal


  • Ten plus years of experience working on energy-related issues.
  • Previous municipal energy-management experience
  • Supervisory experience


Licensing Requirements (position requirements at entry)

Certified Energy Manager (CEM) certification preferred
