Cellular Infrastructure Manager

Starting Salary Range: $65,000 - $80,000

Role Summary

Manage the licensing, marketing and day-to-day operations associated with the City's license agreements for wireless telecommunications infrastructure.

These activities include, but are not limited to: developing agreements for and managing contract services; overseeing cellular construction activities; tracking and managing twelve (12) cellular installations; marketing new cellular installation opportunities to prospective partners; maintaining a database of all records associated with the City's twelve (12) installations, reviewing applications and technical proposals for distributed antenna systems (DAS), other antennas, and antenna support structures within City right-of-way (ROW); and tracking and managing agreements for cellular installations within City ROW.


Incumbent is responsible for, but not limited to, the following duties:

Essential Duties

  • Act as liaison between cellular carriers, their representatives and other city staff.
  • Manage and coordinate efforts involving new equipment installations, maintenance activities and equipment changes or upgrades.
  • Work in conjunction with other city staff in reviewing project plans and insurance documents.
  • Negotiate license agreements with cellular carriers or third parties in collaboration with other city legal and administration staff.
  • Make recommendations for license agreement terms, conditions and for updating/revising agreements and fees.
  • Coordinate the extension of existing agreements and the execution of new agreements from inception through final installation.
  • Track license fees and ensure parity amongst carriers.
  • Track payments; ensure all carriers are up-to-date on payments and that payment increases are accurate per license agreement terms.
  • Track electrical usage payments and ensure payments are accurate and up-to-date.
  • Inspect cellular sites to identify maintenance or pest issues, inspect ongoing projects and ensure carriers are in compliance with license agreement terms and conditions.

Related Work

  • Provide training and developing training programs related to safe access of cellular installations
  • Prepare and review reports to plant and City staff, regulatory agencies and other agencies as needed
  • Create contract documents for leasing space on City facilities for cellular infrastructure
  • Prepare budget requests and develop necessary support data
  • Monitor expenditures
  • Participate in capital improvement projects
  • Support Supervisory Control and Data Acquisition Network Administrator in other duties as assigned
  • Perform other related duties as assigned

Knowledge of:

  • Wireless communications and associated technologies.
  • Distributed Antenna System (DAS) equipment and installations.
  • Property/Site Management experience.
  • State and Federal regulations associated with telecommunications
  • Occupational safety principles, practices and procedures related to telecommunications infrastructure, including but not limited to radio frequency and climbing
  • Cellular lease contracts, including terms and conditions
  • Computers and software applications used in business settings (e.g., Microsoft Office Suite)
  • Customer service principles

Skills and Ability to:

  • Express ideas clearly and concisely, both orally and in writing
  • Represent the Service Unit to public agencies, regulatory bodies, special interest groups and members of the public
  • Interact with others in a positive and professional manner
  • Establish and maintain collaborative working relationships with all levels within the organization including all employees, City Council, other agencies, regulatory agencies, special interest groups and members of the public
  • Organize people, information, materials and records
  • Facilitate and lead meetings
  • Use computers and related software including word-processing, spreadsheets, database management, PowerPoint and email

Training and Experience

  • Bachelor's degree with a major in electrical engineering, telecommunications engineering, or construction management
  • At least 3 years of progressively responsible experience, in one or more of the following areas: telecommunications infrastructure, construction management of cellular installations, cellular leasing and contract development

Licensing Requirements

  • State of Michigan Driver's License

Physical Requirements:

The physical ability to climb, balance, stoop, kneel, crouch, reach, push, pull, lift, grasp, feel, talk, hear, see and perform repetitive motions.  Ability to climb a 200 foot high water tower to inspect cellular installations is required.

 The physical ability to safely operate a motor vehicle, as incumbent may be subject to local and long distance driving.  Incumbent may be exposed to hazardous physical conditions (i.e., confined spaces, heights, mechanical parts, electrical currents, vibration, etc.), poor atmospheric conditions (i.e., fumes, odors, dusts, gases, and poor ventilation), extreme temperatures, inadequate lighting, and intense noise.   Move and lift light objects weighing up to 20 pounds such as mail, files and supplies.  Operating office equipment requiring continuous or repetitive hand/arm movements. The ability to remain seated or standing for extended periods of time. 

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects.  If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
