Financial Analyst - Budget, Planning and Forecasting

Starting Salary Range: $60,000 - $75,000

Role Summary

To support the processing, preparing, and analyzing of financial reports for the City, including the development of appropriate fees and charges. Liaison with and provide dedicated support to a Service Area for all of their financial needs.

Duties are performed under the direct supervision of the Budget & Finance Supervisor in Public Services and may include the following:

Essential Duties

  • Lead a Service Unit's budget development process
  • Support the analysis of utility revenue requirements for the development of adequate rates and charges
  • Support the development of a Service Area's business & strategic plan
  • Support operating management in the development and rollout of benchmarks and performance metrics
  • Coordinate office support staff and assist them with administrative needs
  • Manage projects, as assigned by CFO or Unit Manager
  • Train, motivate and provide financial direction to WTSU staff
  • Work cooperatively with internal and external customers to provide quality customer service
  • Drive continuous improvement in financial reporting
  • Prepare certain quantitative reports for presentation to senior management, City Council, or others, as appropriate
  • Generate timely budget/forecast statements
  • Monitor budget performance for Service Unit to insure their accuracy and create unique management reports as required
  • Independently analyze, predict, and solve problems
  • Conduct special studies affecting Service Units financial performance including fee analyses, overtime minimization, etc.
  • Analyze operational processes and procedures and recommend process and operational improvements

Training and Experience (position requirements at entry)

Required:

  • Bachelor's Degree from an accredited college or university with a major in finance, accounting, economics, business, public administration or closely related field
  • At least 3 years of experience in accounting and financial analysis
  • At least 3 years of experience in planning, budgeting and forecasting

Preferred:

  • Municipal experience
  • Master's degree with a major in finance, accounting, economics, business or public administration or a closely related field

Sedentary Work: Exerting up to 20 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time.
