Role Summary

The Deputy Director/Accounting Director is an essential staff member, responsible for hands-on effective, timely, and accurate planning, directing, administering, and managing all financial-related activities of the DDA.

The Deputy Director/Accounting Director will provide the leadership, management, and oversight necessary to ensure the Authority has appropriate processes, procedures and systems in place so that the agency can make informed decisions, achieve its overall aims and run efficiently, while remaining financially sustainable.

The role includes budget preparation and on-going budget tracking, overseeing governmental accounting for the agency including accounts payable & receivable and transfers between funds, reporting, audits, risk management, and strategic planning as regards to the DDA's finances, as well as compliance with all financial regulations and requirements. The DDA Deputy Director/Accounting Director is responsible for developing, implementing, and maintaining sound financial processes and planning, including tracking cash flow and financial planning, all preparation for the DDA's annual audit, providing accurate and prompt financial reports as needed. This is the sole staff member for the agency responsible for accounting; contracting for accounting support is possible and would be the responsibility of this staff member.

Duties

Duties are performed under the direct supervision of the DDA Executive Director or designee and may include the following:

Essential Duties

  • Demonstrates strong fiscal management and monitoring of DDA's financial systems and resources.
  • Prepares and manages the DDA budget, including regular reporting throughout the fiscal year.
  • Strategically advises DDA Executive Director and DDA Board members by developing financial and economic analysis and scenarios for use during the development of DDA policy and project decisions based on the DDA's current and anticipated financial condition.
  • Prepares accurate and timely reports as needed, including reports for the City, State, and other purposes as required.
  • Recommend financial policies and decisions as needed.
  • Ensures accurate and timely bill payment.
  • Ensures all required federal and state reporting requirements are prepared and filed
  • Oversees capital improvement project financing and reporting.
  • Oversees management of the DDA's banking and investments.
  • Oversees the DDA's annual audit, including preparing records and documentation, answering questions, retrieving information, tracking invoices, and writing content as requested. This may include presentations to the City's Audit Committee, as well as overseeing the presentation by the auditors to the DDA's Finance Committee.
  • Ensures that sufficient internal financial controls are established, implemented and documented. Reviews and improves procedures as needed to ensure the agency has consistent and appropriate controls/safe guards on all financial and administrative activities
  • Adapt and adjust behavior and work methods rapidly in response to new information, changing conditions, and unexpected situations requiring attention and resolution
  • Be very detail-oriented, goal driven, and able to establish goals and work independently
  • Generate accurate reports in a timely fashion to meet deadlines
  • Define key messages and develop effective communication strategies

Equipment

Standard office equipment, PC, fax, copier, calculator, multi-line telephones and other miscellaneous office equipment.

Education, Training and Experience (position requirements at entry)

Required:

  • Bachelor's degree in public or business administration, accounting, or finance from an accredited four-year college or university
  • At least five years of progressively more responsible experience in a senior level role with financial planning, budgeting, analysis, policy, reporting, compliance, or and risk management.
  • At least five years of progressively more responsible experience in accounting, including accounts payable & receivable and transfers between funds, reporting, and audits.
  • At least two years of experience supervising the work of technical and clerical staff.
  • Ability to effectively express facts and ideas through charts, graphs, and in writing.
  • Extensive familiarity with spreadsheet and financial management software including Excel

Preferred:

  • Qualification as a CPA
  • Minimum of 8 years of progressively more responsible roles related to financial management, preferably in a public agency, government, or similar environment.
  • Master's degree in accounting, business administration, or public administration
  • Experience with Government Accounting Standards
